Est. 2026 An initiative of NoWorkerLeftBehind In partnership with TheWorkCompany Vol. 1 - April 2026

01 The thesis

The Institute for human capability in the age of AI.

Skills expire. Models change. Capability - the durable, transferable quality of a person who can think, judge, and work alongside intelligent machines - does not. We certify it, vendor-neutral, across the entire labor market.

A program of NoWorkerLeftBehind, a 501(c)(3) public benefit nonprofit. Built with TheWorkCompany.

02 Why an Institute, why now

Eighty percent of the global workforce will need to reskill by 2027. Eleven-and-a-half million Americans are in occupations that will shrink before 2030. Meanwhile, most of what is being built to respond - course platforms, vendor badges, LinkedIn learning paths - is answering an adjacent question: how to teach the next tool, when the tools themselves will be obsolete before the certificate prints.

The question we have convened to work on is capability: the human qualities that appear to persist across tool changes - judgment under uncertainty, evaluation of model output, governance of AI-assisted decisions, safe collaboration with systems that are confident and wrong. Whether these can be defined, assessed, and certified in a way that serves both the displaced worker and the regulated enterprise is an open question. It is the question the Institute exists to investigate.

The Institute is the vehicle, not the answer. Nonprofit, so that philanthropic capital can fund the inquiry. Independent, so that the work answers to no model vendor. Published openly, so that the methodology can be examined a decade from now. And cross-subsidized - as a working hypothesis that credentialing paid for by enterprise can underwrite access at the Foundations level on Main Street. We have convened the Institute to test the hypothesis, in public, and to share what we find.

- The founding Standards Council, on behalf of the workforce of 2030.

03 Our four principles

Four operating principles that keep the inquiry honest.

i.

Nonprofit by design.

An initiative of NoWorkerLeftBehind, a 501(c)(3) public benefit nonprofit. Earned revenue from enterprise engagement is intended to underwrite subsidized access. No investor returns. No exit. The NWLB 990 is open, every year.

ii.

Standards before software.

We publish the methodology openly, under Creative Commons, before we issue a credential against it. An Institute is judged by the clarity of its standards, not the cleverness of its courseware.

iii.

Capability over skill.

We investigate the durable: judgment, evaluation, governance, human-in-the-loop safety. Tool-specific fluency belongs elsewhere. The object of our work is the person, not the platform.

iv.

Main Street and Wall Street, together.

We are investigating whether enterprise-paid credentialing can underwrite open access to the same framework at the Foundations level. The cross-subsidy is the founding arithmetic of this Institute - and an open question it exists to test.

04 Domains under study

Four domains where capability appears to persist.

CS-AI

Evaluation of AI Systems

Reading model output. Measuring quality. Designing the rubric. A candidate for the workhorse competency of the decade.

CS-SAF

AI Safety & Human Oversight

Keeping a person meaningfully in the loop where it matters. Informed by the EU AI Act; we expect it to be useful more broadly.

CS-GOV

AI Governance & Policy

Audit, documentation, compliance, risk. Relevant to the first generation of Chief AI Officers.

CS-HJC

Human Judgment under AI

The durable human: when to trust, when to override, when to escalate. The least-taught capability we are trying to pin down.

A proposed progression - five levels, three of them credentialed

L1 & L2 are Foundations: open-access modules, published under Creative Commons. Credentialing - assessed, intended to be API-verifiable - is proposed to begin at L3 and progress through L5. The shape of the progression itself is part of the inquiry.

L3 · Associate

Demonstrated competence under routine conditions. Practice under supervision; the first credential issued under the framework.

L4 · Professional

Ownership of the outcome, end to end, across novel conditions. A working standard for contributors to high-risk AI systems.

L5 · Lead

Sets the standard - others learn from the practice. The capstone credential, and the tier whose revenue is intended to fund Foundations access.

Credentialed-tier pricing will be published under the 2026 charter. The senior tiers are intended to underwrite access at the Foundations level - a working hypothesis of the Institute.

∞

Workers prepared
for the next decade

A working hypothesis of the Institute - to be tested openly, audited annually, and published whether it holds or not.

The generation that learns to work with AI will not compete with the generation that tries to work against it. They will simply be employable.

- From the founding principles, Article I.

06 Follow the inquiry

Working papers and draft standards, as they publish.

The Institute publishes its methodology, working papers, and draft standards openly - before any credential is issued against them. Leave an email to receive new drafts, open questions, and invitations to comment as they are released.

No marketing. Unsubscribe any time. Drafts are also posted, publicly, to the Institute's open archive.
